Mr. Stuermer,

Thank you for contacting the International Lake Superior Board of Control with your inquiry regarding water levels on Lake Superior.  As you may know, the Board regulates the release of water from Lake Superior through the various structures located on the St. Marys River.  The allocation of flow to these facilities is determined monthly, based on the outflow specified by the regulation plan, and the conditions listed in the Orders of Approval.  More information can be found our website at http://ijc.org/en_/ilsbc/International_Lake_Superior_Board_of_Control  or on our Facebook page https://www.facebook.com/InternationalLakeSuperiorBoardOfControl

The International Lake Superior Board of Control is responsible for regulating the outflow of Lake Superior and managing the control works on the St. Marys River.

Though the Board has recently implemented Lake Superior Regulation Plan 2012, which aims to provide modest benefits for commercial navigation, hydroelectric generation, and coastal zone interests, the ability to regulate the outflow from Lake Superior does not mean that full control of the lake level is possible, let alone a mandate of the Plan.  Major factors affecting the water supply to the lake include: precipitation over the lake, evaporation, and runoff within the basin.  Collectively these hydrologic factors are the primary drivers that affect lake levels, and are difficult to predict over time.  The monthly mean water level of Lake Superior this past August was 15 cm (6 in) above the long-term average for this time of year, and is the highest August level since 1997 due to above-average water supplies.  The level of Lake Superior is expected to continue its seasonal decline this month.

Water levels on both Lake Superior and Michigan-Huron typically vary considerably from year-to-year depending on the weather conditions. The Board urges everyone to be prepared to live within the full range of levels that have occurred.  Although the Board strives to maintain the range of monthly mean levels of Lake Superior below the upper limit of 603.22 ft (183.86 m) and above the lower limit  of 599.61 ft (182.76 m) specified in the 1914 Orders of Approval, actual monthly levels have ranged from a high of 603.30  ft (183.88 m) to a low of 599.48 ft (182.72 m) due to climate conditions outside the design range.  Furthermore, excessive wind set up and wave action may significantly increase or decrease local levels on both of the lakes.

Please feel free to contact me if you have any further questions.

Respectfully,

Arun Heer, P.E., CFM
International Lake Superior Board of Control Secretary, US Section

Bridge Lifts for Tall Ship Festival

Aerial Lift Bridge and Minnesota Slip Bridge To Run Amended Schedules for Tall Ships Festival this Week

[Duluth, MN] – The Minnesota Slip Bridge (or the Blue Bridge in Canal Park) and the Aerial Lift Bridge will be implementing a modified lift schedule during the Tall Ships Festival. These hours will be in effect from 8:00 am to 9:00 pm Thursday Aug 18th through Sunday Aug 21st. The Slip Bridge will be opening twice an hour; at 15 minutes after the hour and again at the 45 minute mark (example, 10:15 and 10:45). The only exception will be made for commercial charter fishing vessels returning from chartered fishing trips. The normal Bridge lifting schedule will resume on Monday Aug 22nd.

On Thursday, August 18, the Parade of Sail will travel under the Aerial Lift Bridge for the Tall Ships Festival. The parade is scheduled to begin at 1:00 pm and last approximately 1.5 hours. During the Parade of Sail the public should expect longer than normal lift times. Three separate groups of Tall Ships are expected to sail under the Bridge. The plan is to have the Bridge raise and allow three Tall Ships to enter the harbor for each interval, and then the Bridge will lower and allow traffic to cross.

The Lift Bridge will return to the normal summer lifting schedule (on the hour and half hour mark) following the Parade of Sail. There will be extra Bridge personnel working during the Tall Ships Festival to help safely move vehicles and pedestrians across the Bridge due to the expected high volume of traffic and visitors around the Aerial Lift Bridge.

The City’s priority is to manage and ensure safe transit for everyone to enjoy the festival. Thank you in advance for your patience.

Any questions or concerns should be directed to the Aerial Lift Bridge Supervisor Dave Campbell (218) 723-3387.

Hello Neighbors,

All Park Pointers are invited to a Community Potluck Dinner at the Beach House on Tuesday, August 2, from 6-8pm or later! If you are new to our island, the Beach House is at 5000 Minnesota Ave.
Several community volunteers have planned this gathering and the Community Club is supporting the event with beverages, plates/cups/utensils, music and the all weather, larger venue of the wonderful beach house.

Live music is back by popular demand and will feature Jamie Ness of The Boomchucks along with a couple of Jamie’s friends.

Our City partners who help us keep our island beautiful and safe are invited: Mayor Larson, Councillor Em Westerlund, our Community Police (their canine and equestrian partners) and Park Rangers and Police Chief Mike Tusken too.

If you are involved in your own “bloc event”, try to join us later if possible. Please invite your neighbors who may not be on this email list to the Beach House Potluck. If you have a new neighbor, consider passing along an invitation.

The YMCA who has managed the Beach House and life guards for the past few years have been working with us to plan this event for us to meet some new neighbors and get to know each other better.

People with mobility issues can be driven right up to the ramp of the Beach House by going through one of the gates.

As you may have read in the July Breeze, next Tuesday, August 2, is National Night Out, or officially called Night to Unite in Minnesota, or just called Neighbors Nite Out here on Park Point. It was started 33 years ago to promote neighborhood spirit and police/community partnerships.

See you on Tuesday at the Beach House!
(Many, many thanks to Joanne, Sheryl, Charlene, Don and Judy for saying yes to planning an event for the PP community at large.
~Dawn)
