3 – Info on how to communicate with Planning Commission in a timely way – from Planning Director Keith Hamre:

We send the Planning Commissioners a packet of information with the Staff reports a week in advance. Also, we send the Commissioners an email the Friday prior to the meeting with any additional updates. So, if we receive a letter or email by next Monday it will be mailed to them on Tuesday and incorporated in to the Staff Report. The only time communications are handed out the day of the meeting is when we receive them over the weekend prior to the meeting or the day prior. So, I hope this outlines the timing. If you have any correspondence please send it to myself, Charles Froseth and Steven Robertson. We will ensure that the correspondence is sent to the Planning Commission and most importantly noted in the public record with the Commission.

Meeting agenda items for 19 Feb.
  • Mike Sawinski from the Duluth Superior Sailing Association and the Duluth Boat Club will be back to share info and take input about the new proposed boating facilities at the current DSSA site and at 13th and Minnesota Ave.
  • Sharla Gardner, City Councilor for District 3 is planning to stop by to check- in/ clarify/ answer questions about the City Council resolution that was printed in the Feb. Breeze. The City Council has requested that PPCC send representatives to study “Tier 2” recommendations for the Park Point Small Area Plan under the guidance of City Planning.
 FURTHER RESOLVED, that city council supports the establishment of a study group, functioning under the guidance of city planning staff, to review the various issues involved, including environmental concerns, location and number of access points, screening needs and level of improvements needed at the access points. The city council proposes that members of the study group include members of the parks commission, representatives from the Park Point Community Club and the Street End Coalition, and two volunteers familiar with the comprehensive land use plan. The study group should submit its findings and recommendations to the city planning staff within one year of this resolution by December 31, 2015. FURTHER RESOLVED, that the city council recommends that the city suspend implementation of the portion of the Park Point small area plan involving Tier 2 access points until the study group submits its findings and recommendations to the city planning staff. 
  • Bylaws update committee– we could use more help. Thanks to Dave Poulin, Liz Mackay and now John Sargent who has offered to assist with contract and grant review language additions for the bylaws.
  • Elections will be held at Lafayette- Jeff Cox sent a note confirming that the State Primary will be held at Lafayette on Tuesday, September 15; the General Election will be held at Lafayette on Tuesday, November 3, 2015.

 

  • PPCC seeks new secretary, thank you to Deb Strange for your service and best wishes with new opportunities

The executive board is seeking a secretary, Deb Strange has stepped down as PPCC secretary. Thank you, Deb, for your work for our community.

The Breeze Editor, David Bacchus is seeking training assistance with Adobe InDesign desktop publishing. He is hoping for assistance with layout of the Breeze and guidance/education for a couple months. Also seeking assistance for the hardcopy opt out list monthly and ideas/brainstorming on how to temporarily tell the delivery folks not to drop a copy off. Al Robins, PPCC treasurer,  has volunteered to help out with the youth committee. The executive board would like the committee to explore the use of AmeriCorps volunteers for the summer program. Liz Mackay sent an email saying several parents are now helping with program proposal review process and planning for yet another great summer at Lafayette.

Art Fair Committee-Mission statement DRAFT for 2015 Art Fair

The 2015 Park Point Art Fair will showcase “up and coming” artists from the greated Duluth area. These emerging artists will have their work displayed in a special designated area at the fair. We will see works by young artists, ages 15-30, in the “discovery ” phase of their artistic developement. As a community this is an opportunity to meet these artists and to support and nurture local talent.

The key points are:

1. The County commissioners voted to take the woods out of conservation at the Nov. 4th board meeting.

2. There will not be a public auction until June 2015. This will allow some time to explore permanent protection, but not a lot.  We are asking anyone with any insight or conservation group connections to please contact Gay Hooper 218-722-2357 or Dulce Proud 218-525-4530.

3. Key soil testing has not been done. The city council has been informed and will look into this.

4. A 1994 six-step MDNR action plan to preserve this land is now being ignored. We will ask the Planning Commission and City Council to re-review the situation.

5. We gave a presentation at the Duluth Audubon Society meeting last week. They were very supportive.

6. 17th &18th Minnesota Ave homeowners met with Rep. Erik Simonson today. He was given a lot of background information about the woods and a copy of the latest breeze thanks to Dave Johnson.

Fire and emergency medical services have been at or near the top of residents’ concerns for several years. The closing of Fire Station 5, in June 2012, made conditions even worse. A report was recently written that deals directly with this matter. It is titled Residents Concerns About Insufficient Fire and Medical Emergency Services in Duluth, Minnesota. 2014 December 3. The report provides details of current conditions, analysis of the City of Duluth consultant’s report titled Comprehensive Study Of The Duluth Fire Department, 2012 March, and some feasible solutions.
